The labelling of this additional information is required to be labelled on the body of products in the form of sewing tags or hang-on tags or labelled on the inner or outer wrappers. In addition, the labelling of country of origin shall be made in the form of sewing tags, together with other information such as fiber contents and care instructions, in a manner that the tags are placed in conspicuous place and the labelled information is not worn-out or becomes indelible after washing. The Separate Customs Territory of Taiwan, Kinmen and Matsu intends to regulate electric shredder and other digital audio recording as commodities subject to inspection. As of 1 July 2007, all such products must be inspected by the Bureau of Standards, Metrology and Inspection, and must conform to the safety and EMC inspection requirements (except that the digital cameras and digital video cameras are required to comply with EMC requirements only) when imported or marketed. All the technical requirements for the aforementioned products are CNS standards that have been harmonized with relevant IEC or CISPR standards. This notice also provides the applicable conformity assessment procedures. The digital cameras and digital video cameras will be subject to Declaration of Conformity scheme, while others will be subject to a dual-track approach to conformity assessment procedures, namely Registration of Product Certification or Type-approved Batch Inspection. The written language used shall be mainly in Chinese and may be supplemented by foreign languages. Country of region shall be clearly marked on conspicuous places of the commodity itself in Chinese or foreign languages by branding, ironing, printing, or sew-on tags that could not be removed or replaced. FDA is issuing this proposed rule after considering new data and information on the safety of hydroquinone, the only active ingredient that had been proposed for inclusion in a monograph for these products. This proposal is part of FDA's ongoing review of OTC drug products. proposed Regulations Amending the On-Road Vehicle and Engine
Emission Regulations (hereinafter referred to as the ""proposed
amendments"") have the primary purpose of introducing new requirements
for 2006 and later model year on-road motorcycles to maintain
alignment with new rules of the United States Environmental
Protection Agency (EPA). The On-Road Vehicle and Engine Emission
Regulations (G/TBT/N/CAN/32) (hereinafter referred to as ""the
current Regulations"") under the Canadian Environmental Protection
Act, 1999 (CEPA 1999) came into effect on 1 January 2004. The
current Regulations contain standards for smog-forming emissions
for various classes of on-road vehicles and engines, including
requirements for motorcycles of the 2004 and later model years.
The current Regulations were designed to align Canadian requirements
with corresponding federal emission standards of the EPA. The
proposed amendments continue the approach of aligning with the
federal emission standards of the EPA. The combustion of fuels
to power vehicles and engines contributes significantly to air
pollution, which has major adverse impacts on the environment
and on the health of Canadians. The proposed amendments will
ensure that Canadian emission standards for on-road motorcycles
remain aligned with more stringent standards adopted by the
EPA. Accordingly, the proposed amendments would contribute to
further reducing emissions of hydrocarbons (HCs), oxides of
nitrogen (NOx) and certain air pollutants that have been listed
as ""toxic substances"" in Schedule 1 to CEPA 1999 (e.g. benzene,
1,3-butadiene, formaldehyde, acetaldehyde and acrolein), and
will thereby contribute to the protection of the environment

into law, amending Health and Safety Code Section 43701. The
amendments require ARB to develop and implement, in consultation
with the California Highway Patrol, regulations to ensure that
heavy-duty commercial vehicles (HDCVs) operating in California
are equipped with engines that, at the time of manufacture,
met standards that were at least as stringent as emission standards
promulgated by the United States Environmental Protection Agency
(U. S. EPA). In adopting AB 1009, the Legislature found that
heavy-duty vehicles equipped with engines emitting greater levels
of oxides of nitrogen (NOx) and particulate matter (PM) than
those designed to meet standards adopted by the U. S. EPA contribute
to higher levels of ozone and PM, and pose a threat to public
health in California. ARB staff’s proposal is designed
to meet the requirements of the legislation. In developing its
proposal, ARB staff met with stakeholders from companies that
operate HDCVs in California, representatives from manufacturer-authorized
HDCV service providers, representatives from the California
Highway Patrol, and other interested parties at public workshops
held on 16 May 2005, and 17 June 2005. Ver

passenger equipment and trains that have arisen since FRA's
original issuance of the Passenger Equipment Safety Standards.
FRA proposes miscellaneous amendments to its existing regulations
in five areas by: Clarifying the terminology related to piston
travel indicators; providing alternative design and additional
inspection criteria for new passenger equipment not designed
to allow inspection of the application and release of the brakes
from outside the equipment; permitting some latitude in the
use of passenger equipment with redundant air compressors when
a limited number of the compressors become inoperative; recognizing
current locomotive manufacturing techniques by permitting an
alternative pneumatic pressure test for main reservoirs; and
adding provisions to ensure the proper securement of unattended
equipment.
FRA is also clarifying the existing regulatory requirements
related to the attachment of safety appliances and is proposing
an identification and inspection protocol to address passenger
equipment containing welded safety appliances or welded safety
appliance brackets or supports.
Finally, FRA is proposing to permit railroads the ability to
apply out of-service credit to certain periodic maintenance

FDA is amending 21 CFR 101.81 to include whole grain barley

This rule would change the minimum grade from U.S. No. 1 to
U.S. Commercial for varieties of long, red-skinned, yellow fleshed
potatoes produced in Area No. 2 measuring from 1\1/2\ inch minimum
diameter to 2\1/4\-inch maximum diameter (size B), and from
1-inch minimum diameter to 1\3/4\-inch maximum diameter. The
proposed change is intended to provide potato handlers with
more marketing flexibility, growers with increased returns,
and consumers with a greater supply of small specialty potatoes.

methyl bromide fumigation. These actions would provide the United
States with additional types and sources of fruits and vegetables

by the registrants, or non-payment of registration maintenance
fees. Also, stakeholders have withdrawn their support for import
tolerances for captafol and hexaconazole. EPA expects to determine
whether any individuals or groups want to support these tolerances.
The regulatory actions proposed in this document contribute
toward the Agency's tolerance reassessment requirements under
the Federal Food, Drug, and Cosmetic Act (FFDCA) section 408(q),
as amended by the Food Quality Protection Act (FQPA) of 1996.
By law, EPA is required by August 2006 to reassess the tolerances
that were in existence on 2 August 1996. The regulatory actions

amend the standard by reorganizing the regulatory text so that

: EPA is proposing changes to the test methods used to calculate
the fuel economy estimates that are posted on window stickers
of all new cars and light trucks sold in the United States.
A fundamental issue with today's fuel economy estimates is that
the underlying test procedures do not fully represent real-world
driving conditions. Although no single test or set of tests
can ever account for the wide variety of conditions experienced
by every driver, the new fuel economy estimates would more accurately
reflect a number of important factors that drivers are likely
to experience on the road. These changes will take effect starting
with 2008 model year vehicles. Ver

The CPSA provides that a proposed standard under that act must be issued within 12 months of publication of the ANPR, unless the 12-month period is extended by the Commission for good cause. FDA is proposing to revise its requirements for cochineal extract
and carmine by requiring their declaration on the label of all food
and cosmetic products that contain these colour additives. The proposed
rule responds to reports of severe allergic reactions, including anaphylaxis,
to cochineal extract and carmine-containing food and cosmetics and
would allow consumers who are allergic to these colour additives to
identify and thus avoid products that contain these colour additives.
This proposed action also responds, in part, to a citizen petition

is proposing to amend the polymer exemption rule, which provides an
exemption from the premanufacture notification (PMN) requirements
of the Toxic Substances Control Act (TSCA), to exclude from eligibility
polymers containing as an integral part of their composition, except
as impurities, certain perfluoroalkyl moieties consisting of a CF3-
or longer chain length. This proposed exclusion includes polymers
that contain any one or more of the following: Perfluoroalkyl sulfonates
(PFAS); perfluoroalkyl carboxylates (PFAC); fluorotelomers; or perfluoroalkyl
moieties that are covalently bound to either a carbon or sulfur atom
where the carbon or sulfur atom is an integral part of the polymer
molecule.

United States : TToday
EPA is proposing controls on gasoline, passenger vehicles, and portable
gasoline containers (gas cans) that would significantly reduce emissions
of benzene and other hazardous air pollutants ("mobile source air
toxics"). Benzene is a known human carcinogen, and mobile sources
are responsible for the majority of benzene emissions. The other mobile
source air toxics are known or suspected to cause cancer or other
serious health effects. We are proposing to limit the benzene content
of gasoline to an annual average of 0.62% by volume, beginning in
2011. We are also proposing to limit exhaust emissions of hydrocarbons
from passenger vehicles when they are operated at cold temperatures.
This standard would be phased in from 2010 to 2015. Ver

is proposing to allow refiners and laboratories to use more current
and improved fuel testing procedures for five ASTM analytical test
methods. Once these test method changes are adopted, they will supersede
the corresponding earlier versions of these test methods in EPA's
motor vehicle fuel regulations. EPA is also proposing to take action
to change the designated test method for sulfur in butane. EPA is
proposing to replace an approved ASTM Committee D.16 sulfur test method
with the ASTM Committee D.02 version of the test method for gasoline
and diesel fuel, and proposing to allow an additional ASTM test method
for sulfur in gasoline. EPA is also proposing to remove a 1 September
2004 sunset provision for two alternative ASTM test methods for gasoline.
Finally, EPA is proposing to add a new section to the motor vehicle

This action proposes to correct additional errors and omissions from the previous rules, and make minor changes to the regulations to assist entities with regulatory compliance. Further, this action also proposes technical amendments resulting from discussions with various diesel stakeholders. These technical amendments would: provide a temporary increase in the sulfur testing tolerance, revise the designate and track provisions to account for non-petroleum diesel fuels (i.e., biodiesel) and fuel that meets the California Air Resources Board's diesel fuel standards, and amend the alternative defense provisions to account for conductivity additives and red dye. United States: The Food and Drug Administration (FDA) is proposing to amend its regulations governing drug establishment registration and drug listing. The proposed revisions would reorganize, consolidate, clarify, and modify current regulations concerning who must register establishments and list human drugs, human drugs that are also biological products (including vaccines and allergenic products), and/or human cells, tissues, and cellular and tissue-based products (HCT/Ps), and animal drugs. The proposal describes when and how to register and list and what information must be submitted for registration and listing. In addition, the proposal would make certain changes to the National Drug Code (NDC) system and would require the appropriate NDC number to appear on the labels for drugs subject to the listing requirements. The proposed regulations generally would require the electronic submission of all registration and most listing information. We (FDA) rely on establishment registration and drug listing information for administering many of our programs, such as postmarketing surveillance (including FDA inspections), bioterrorism, drug shortages and availability, and user fee assessments. We are taking this action to use the latest technology to improve our registration and listing system, which would further our goal of protecting the public health. We also believe that the conversion to an electronic system would make the registration and listing processes more efficient and effective for industry and us. We are also taking this action to support the implementation of, for example, the electronic prescribing provisions of the Medicare Prescription Drug, Improvement, and Modernization Act, our rulemaking requiring a bar code on certain drug products, and the DailyMed initiative.
