National Institute for Metrology, Standardization and Industrial Quality
and notified under G/TBT/N/BRA/88/Add.1, which proposed mandatory
certification for eletrical switches (HS 8536.20) has been amended.
These amendments were laid down both by Ministerial Act number 130,
30 Junho 2005 (Portaria Nº 130, de 30 de Junho de 2005) and by
Ministerial Act number 229, 1 December 2005 (Portaria Nº 229,
de 01 de Dezembro de 2005). They establish that mandatory certification
of electrical switches, in compliance with Brazillian standards NBR
5361 and NBR IEC 60898, will be accepted until 31 December 2006. From
1 January 2007 the mandatory certification shall be in compliance
with Brazilian standards NBR IEC 60947-2 and NBR NM IEC 60898. Ver

Canadá:
Pest control products are regulated in Canada under the federal
Pest Control Products Act (PCPA). A new PCPA was given Royal
Assent on 12 December 2002, and will be brought into force once
the existing Pest Control Products Regulations have been revised
(revised PCPR).
The new PCPA will replace the existing PCPA. The revised PCPR
will replace the existing PCPR. The new PCPA modernizes and
strengthens pest control product legislation and makes the registration
system more transparent. In order to ensure that the objectives
of the new Act are met, the existing PCPR must be revised.
The revisions being proposed to the existing PCPR aim at implementing
the new PCPA while minimizing the economic impacts or burden
on businesses.
The proposed revised PCPR will be structured in a very similar
manner to the existing PCPR, although the language will be simplified,
where possible, using plain language.
The revised PCPR will continue to include provisions describing
definitions of terms used in the Regulations, types of pest
control products that are exempt from the Act or from registration,
procedures detailing the registration process, including provisions
relating to labelling requirements for products, packaging,
storage and display, distribution, import, sampling and detention.

current regulatory requirements goberning the collection of
human plasma by plasmapheresis (the plasmapheresis regulations)
in Part C, Division 4, of the Food and Drug Regulations have
become outdated and no longer reflect current practices due
to advances in technology. The proposed regulatory amendments
will update the existing regulatory provisions to reflect current
methods and practices used to collect human plasma as well as
the list of transmissible diseases for which tests must be performed.
These regulatory amendments recognize advances in methodology
and technology in addition to requiring testing for specified
transmissible diseases.

EEUU: As part of
a comprehensive plan for reducing the serious risk of rollover
crashes and the risk of death and serious injury in those crashes,
this document proposes to upgrade the agency's safety standard
on roof crush resistance in several ways. First, we are proposing
to extend the application of the standard to vehicles with a
Gross Vehicle Weight Rating (GVWR) of 4,536 kilograms (10,000
pounds) or less. Second, we are proposing to increase the applied
force to 2.5 times each vehicle's unloaded weight, and to eliminate
an existing limit on the force applied to passenger cars. Third,
we are proposing to replace the current limit on the amount
of roof crush with a new requirement for maintenance of enough
headroom to accommodate a mid-size adult male occupant. Because
the impacts of this rulemaking would affect and be affected
by other aspects of the comprehensive effort to reduce rollover-related
injuries and fatalities, we are also seeking comments on some

EEUU: This document
responds to Section 4(b) and Section 3(b)(2) of Anton's Law,
which directed NHTSA to initiate rulemaking on child restraint
system safety, with a specific focus on booster seats and restraints
for children who weigh more than 50 pounds (lb). After the enactment
of Anton's Law, this agency increased the applicability of Federal
Motor Vehicle Safety Standard (FMVSS) No. 213, Child restraint
systems, from restraints recommended for children up to 50 lb
to restraints recommended for children up to 65 lb. Today's
document proposes a further expansion, to restraints recommended
for children up to 80 lb. It also proposes to require booster
seats and other restraints to meet performance criteria when
tested with a crash test dummy representative of a 10-year-old
child. Section 4(a) and all other provisions of Section 3 were
addressed in rulemaking documents issued previously by NHTSA.

order. The marketing order regulates the handling of Irish potatoes
grown in Washington, and is administered locally by the State
of Washington Potato Committee (Committee). This rule continues
in effect the action that modified the pack requirements to
allow handlers to ship U.S. No. 2 grade potatoes in cartons
to better meet buyer needs. Prior to this action, only potatoes
grading U.S. No. 1 or better, or potatoes failing to grade U.S.
No. 1 only because of internal defects, were allowed to be shipped
in cartons. The relaxation in pack requirements will help maximize

"EEUU: The Federal
Aviation Administration proposes to require passenger-carrying
transport category airplanes used in domestic, flag, and supplemental
operations to have a means to allow the flight-crew to visually
monitor the door area outside the flight-deck. This means would
allow the flight-crew to identify persons requesting entry into
the flight-deck, and to detect suspicious behavior or potential
threats. Second, the FAA proposes that, for operations requiring
the presence of flight attendants, the flight attendants have
a means to discreetly notify the flight-crew of suspicious activity
or security breaches in the cabin. The proposed changes address
standards adopted by the International Civil Aviation Organization
following the 11 September 2001, terrorist attacks. "

United States -Today
the Environmental Protection Agency (EPA) is proposing to determine
that HCFC-22 and HCFC-142b are unacceptable for use in the foam
sector under the Significant New Alternatives Policy (SNAP)
Program under section 612 of the Clean Air Act. The SNAP program
reviews alternatives to Class I and Class II ozone depleting
substances and approves use of alternatives which do not present
a greater risk to public health and the environment than the
substance they replace or than other available substitutes.
Specifically, EPA is taking two actions. First, in response
to a court decision upholding a challenge to EPA's July 2002
final rule finding HCFC-22 and HCFC-142b acceptable subject
to Narrowed Use Limits in three foam end uses, we are proposing
to find HCFC-22 and HCFC-142b unacceptable as substitutes for
HCFC-141b in the foam end uses of commercial refrigeration,
sandwich panels, slabstock and "other" foams. Second, in the
July 2002 final rule, EPA withdrew a proposed action to find
HCFC-22 and HCFC-142b unacceptable as substitutes for CFCs in
all foam end uses. We are now issuing a new proposal to find
HCFC-22 and HCFC-142b unacceptable as substitutes for CFCs in
